VILLAGE OF BARODA Council Minutes Baroda Municipal Building June 7, 2010 6:30 p.m.
Business of the Year Awards & Reception Business of the Year Award was presented to Vendetta Auto Fabrication. Stacy Kacynski accepted the award for her late husband, Mike. Community Spirit Award was presented to Hometown Deli & Catering, Audra Johnson and Stacey Stubblefield, owners. Certificates of Recognition were presented to Baroda Tap & Grille, Jim Demski, owner, and to Founder’s Wine Cellar, Len Olson, Owner.
Members Present: President Bob Getz; Trustees Claudia Brister, Larry Nye, Ed Rath, Milt Sluder, Mona Stankiewicz and Don Turney; Treasurer Amy Hemphill and Clerk Diane Mensinger
Council Meeting called to order at 6:51 p.m. by President Bob Getz. Meeting opened with the Pledge of Allegiance.
I. Audience Comments – none
II. Reports A. Village Engineer – no report B. Committees 1. Park – Trustee Nye a. We need volunteers to weed the gazebo flower bed. b. Trees need to be fertilized. Trustee Nye would like to purchase Jobe Fertilizer Stakes. c. Thank you to Ron Zordell for helping to mulch and watering trees. d. The Park was vandalized with red spray paint on June 1, 2010. Clerk Mensinger has notified the insurance company and called for quotes to repair the damage. Our DPW department has been able to do most of the work themselves. The inside wall of the pavilion will need to be repainted. 2. Finance – Treasurer Hemphill a. We had $340,000 in CD’s at 5/3 Bank, however they were not offering a good interest rate, so Treasurer Hemphill closed out the CD’s and transferred the money to the Chemical Bank checking account. She requested that Berrien County Teachers Credit Union be approved financial institution. Motion by Ed Rath, seconded by Don Turney to authorize Berrien County Teacher’s Credit Union as approved financial institution for the Village of Baroda. Motion carried, no nays. b. Tax bills will be printed this week and mailed out the last week of June. Bills are due September 14, 2010. C. Planning Commission – Trustee Rath - They are working on the Master Plan.
III. Unfinished Business A. Hills Rd/First St Intersection - Work has been completed on the intersection and the final walk through will take place this week. B. Revolving Loan Fund - The final $11,000 has been issued to Founder’s Wine Cellar. C. Commercial Tax Abatement Resolution #5 Motion by Don Turney, seconded by Milt Sluder to adopt Resolution 2010-2011 - #5 for the approval of the Commercial Rehabilitation Exemption Certificate Application for Demski LLC located at 8906 First St., Baroda, MI. Motion carried, no nays. D. Resolution to Adopt Fee Schedule #6 - Discussion resulted in Sexually Orientated Business License Fee be set at $500 and Employee Licenses at $300. Motion by Ed Rath, seconded by Don Turney to adopt Resolution 2010-2011 - #6 Resolution to Adopt Fee Schedule. Motion carried, no nays. E. Miscellaneous – none
IV. New Business A. Audit Review – Seth Timmons of Gerbel & Co. Mr. Timmons reviewed the 2009-2010 Audit Report. He commended the office staff on their cooperation and condition of the financial records. The Village received a Clean Opinion which is the highest rating you can receive. B. Clock – President Getz The Centennial Committee has passed on the remaining funds to the Village for the purpose of purchasing a street clock. To date the funds is at $11,750. Discussion was held to put it on the south corner of the Hills Road/First Street intersection. We will need to pay for wiring, installation and a flowerbed with shrubs. C. Scour Plan Training – President Getz Motion by Don Turney, seconded by Larry Nye to hire Wightman & Associates, Inc. to train the DPW Department and at least two council representatives on how to monitor scour at a cost not to exceed $,1000. Motion carried, no nays.
Treasurer Hemphill left the meeting at 7:30 p.m.
D. CEO Commitment to Collaboration – Clerk Mensinger Clerk Mensinger reviewed the two proposed formats and the reasoning behind the Commitment to Collaboration. The council consensus was to go with the bulleted format and expressed a willingness to approve when the final version was available. E. HB 5916 Resolution #7 – Clerk Mensinger Motion by Ed Rath, seconded by Mona Stankiewicz to adopt Resolution2010-2011 - #7 for Support of Proposed House Bill Language Regarding Publication of Legal Notices. Motion carried, no nays. F. Newman Communication – President Getz Mr. Newman owns the property in the center of town (old school property) and has it up for sale. He can only subdivide into four (4) lots unless he files for a Site Plan Condo or a Planned Subdivision. Chuck Eckenstahler, our economic development consultant, has suggested that we have the Planning Commission approve some sample Site Plan Condos to show him what the Village is open to approving. This would assist Mr. Newman in marketing the property. G. Music in the Park – Clerk Mensinger Music in the Park will be held June 27, July 25 and August 22. Council volunteers to host the events and distribution of poster/brochures. H. Miscellaneous – none
V. Consent Agenda A. Council Minutes – May 3, 2010 B. Treasurer’s Report C. Paying of Bills and Transfers - $19394.30 D. Correspondence Motion by Mona Stankiewicz, seconded by Claudia Brister to approve the consent agenda items. Motion carried, no nays.
VI. Council Comments A. President Comments 1. Chuck Eckenstahler, our economic developer, has written an article for the MML magazine regarding the Revolving Loan Fund and new businesses in the Village. 2. Read a thank you from Kayla VanderPloeg, Miss Baroda 2010 for the support of the Village. 3. Read a thank you from the Baroda Queen Committee for their support of the committee and court members. 4. FYI – Water Tower Rental Rates – shared the responses from a survey of rents for putting antennas on municipal water towers. 5. Bridge Inspections report was received with some recommendations of maintenance issues. Reports placed on file. 6. Maint. Supervisor Leonard Krone has requested approval for the purchase of a Husqvarna commercial power washer in the amount of $850 from Brunke Small Engine. Motion by Larry Nye, seconded by Claudia Brister to purchase a Husqvarna Commercial Power Washer from Brunke Small Engine for the amount of $850. Motion carried, no nays. 7. Resolution for 2010-2011 - #8 Community Development Block Grant Streetscape Project is needed to proceed with the grant application. Motion by Bob Getz, seconded by Ed Rath to adopt Resolution 2010-2011 - #8 authorizing a Certifying Officer and other administrative duties be established by the Village Council. Motion carried, no nays. 8. President Getz thanked Clerk Mensinger for organizing the geranium planting and the volunteers who potted them. 9. The Police Department has moved out of the building into their new facility. Contact information has been provide to council members. 10. The Enforcement Officer, Building Inspector and President will be meeting 6/8/10 to discuss several building concerns and enforcement issues. B. Council Member’s Comments 1. Clerk Mensinger a. Gus Tollas called to say that he was no longer able to maintain the flower planter at the Village Park. Milt Sluder will ask Maryann Norcus to see if she would maintain the planter. b. Champions for Change – this is a program sponsored by Cornerstone Alliance to encourage volunteerism in the community. c. Clerk Mensinger will be attending the MAMC Clerk Conference June 22 – June 25. 2. No comments from Trustees Brister, Nye, Sluder or Stankiewicz. 3. Trustee Turney – Thanked Pastor Holder and Baroda Church of God for painting the garage on the alley. 4. Trustee Rath – Mr. D’Agostino has cut the grass along Sonoma Court.
