VILLAGE OF BARODA Council Minutes Baroda Municipal Building October 5, 20096:30 p.m.
Members Present: President Getz, Trustees Larry Nye, Ed Rath, Milt Sluder, Mona Stankiewicz and Don Turney, and Treasurer Hemphill Members Absent: Trustee Claudia Brister and Clerk Mensinger Guests Present: Greta Hurst, Pastor Kendall Holder
Meeting called to order by President Getz at 6:35 p.m. Meeting opened with the Pledge of Allegiance.
I. Audience Comments A. Greta Hurst introduced herself as the new owner of the building located at 8972 First Street (Hometown Deli building). She also stated that there is a lot of graffiti on the building at 8999 Second Street and questioned what could be done about it. President Getz will ask the Enforcement Officer to look into it. B. Pastor Holder stated that the Southwest Michigan Community Action Agency is offering grants for weatherization projects for the next three years. This is available for homeowners, rentals and manufactured homes. For more information call Sandy Klank at 269-927-1263.
II. Reports A. Police Chief no report. B. Village Engineer 1. Hills Rd/Streetscape - We have received the water supply permit and the soil erosion permit and will be ready for spring construction. C. Committees 1. Park Larry Nye - no report 2. Finance Treasurer Hemphill a. Treasurer Hemphill reported that the 2009 tax collection was $166,947.60 with an outstanding balance of $22,279.23. b. President Getz stated that most of the homes for sale in Baroda Village have been sold. D. Planning Commission Ed Rath nothing to report as they did not meet in September.
III. Unfinished Business A. CDBG Grant President Getz - President Getz stated that we receive 209 surveys back and have submitted the data to the MEDC for certification. Once we hear back on the certification, we hope to begin the design of the streetscape in December. Chuck Eckenstahler and Steve Carlisle are looking into an additional grant for the water system. B. Revolving Loan Fund President Getz - President Getz and Chuck Eckenstahler met with two interested businesses owners last week regarding the Revolving Loan Fund and that there is another interested business. Once the applications are received, the RLF Committee will meet to review the preliminary applications. C. Flu Shot Clinic The clinic will be held on Tuesday, October 13 from 3:30 5 p.m. Reservations are required. Cost of shots is $30. D. Hickory Creek Washout President Getz - President Getz spoke with Village Engineer, Steve Carlisle, who stated that our Maintenance Department was going to do the work themselves but that the work should be completed this month. President Getz will follow-up with the Maintenance Department Supervisor. E. Sewer Pond Fence Update President Getz - President Getz reported that the fence has been painted and the front gate moved. F. Miscellaneous Trustee Rath raised concerns regarding the potential Revenue Sharing cuts. Treasurer Hemphill explained that 11% would be approximately an $8,900 cut to our budget.
IV. New Business A. Barodafest Insurance - Council approved the request from the Barodafest Committee to be placed on the November agenda to discuss liability insurance. B. Miscellaneous - none
V. Consent Agenda A. Council Minutes B. Treasurers Report C. Paying of Bills and Transfers D. Correspondence Motion by Ed Rath, seconded by Mona Stankiewicz to approve the consent agenda items. Motion carried, no nays
VI. Council Comments A. President Comments 1. Safety Day is Sunday, October 11 from 2 4 p.m. 2. Barodafest thank you letter was read. 3. Janca funeral thank you was read. B. Trustee Comments 1. Ed Rath There are a lot of tires stacked up at the Baroda Tire and need to be taken care of. 2. No comments from Trustees Nye, Sluder, Stankiewicz or Turney. 3. Treasurer Hemphill stated that the 2nd quarter to date budget is on file in the office.
